Groups are joint mailboxes. Any new personnel added can see all of the old emails that are in the inbox. You can also send meetings and appointments to groups. Distribution lists are more used for mass email notification. These are generally very large and used for base-wide or region-wide notifications. Most of the time, group members are added and removed one at a time, whereas distribution lists are often managed by scripts, adding and removing emails based on location, job, rank, etc.
